The Joint Cooperation in Applied Research Programme (JCAR) is a long-term partnership between Egypt and the Netherlands designed to advance sustainable water management through applied research, policy support, innovation, and capacity development. Bringing together key institutions such as NWRC, Deltares, Wageningen University & Research, NCEA, and SWERI, the programme strengthens integrated water resources planning, improves environmental assessment and strategy development, and enhances national capabilities in research, implementation, and decision-making. In addition to its flagship projects—PEPSI, A4I, and Safe Coasts—JCAR has funded 12 applied studies under Pillar 1, directly supporting MWRI departments with demand-driven, evidence-based solutions. The programme places strong emphasis on building capacity, having trained hundreds of Egyptian professionals and modernized research infrastructure to ensure long-term institutional resilience. JCAR contributes to the National Water Resources Plan (NWRP) and supports multiple Sustainable Development Goals, helping Egypt address growing challenges in water scarcity, climate resilience, and food security.
